Federal Reserve Chair Christopher Warsh on Tuesday described artificial intelligence as a "hinge point" in history, focusing on its profound implications for the financial system, payment networks, and stablecoin regulation. In his remarks, Warsh noted that the proliferation of AI agents will make machine-to-machine payments routine, but this shift also challenges existing anti-money laundering (AML) and know-your-customer (KYC) frameworks. He urged financial institutions deploying AI-powered payment solutions to establish "know-your-agent" (KYA) mechanisms to ensure traceability and compliance for every transaction.

Warsh also highlighted stablecoins' significant potential as cross-border settlement tools, but stressed the need for unified federal regulatory standards to prevent fragmentation of payment systems. Citing recent pilot data, he said AI-agent-based stablecoin payments achieved millisecond settlement in tests, yet exposed vulnerabilities in mandate authorization and per-transaction limits. Warsh emphasized that the Fed is collaborating with payment service providers (PSPs) to integrate pre-settlement screening into AI agents' decision-making processes, mitigating risks tied to OFAC SDN sanctions lists.

During the Q&A session, Warsh declined to provide a specific timeline for a digital dollar, but indicated the Fed remains open to technological innovation, provided financial stability and consumer protection are ensured. He warned that without proper oversight, AI-driven payments could amplify systemic risks, particularly in cross-border contexts. Warsh's comments are seen as a key signal of the Fed's stance on AI in finance, with markets closely watching for subsequent policy moves.
