American Arbitration Association and Integra Ledger Launch Legal Context Protocol to Create an Audit Trail for AI Agent Transactions

The American Arbitration Association (AAA) and Integra Ledger jointly launched the Legal Context Protocol in June 2026, with Google, IBM, Circle, Wayfair, and UiPath joining as founding contributors, alongside more than a dozen blockchain and identity companies. The open standard allows merchants to publish transaction terms at a fixed URL, enables AI agents to prove which version of those terms they read, and records signed evidence of what both parties agreed to.

The protocol's core use case is the authorization boundary problem in agentic payments: a consumer tells an AI agent to "book a vacation within a $3,000 budget," authorizing only the budget—not the agent's choice of airline, acceptance of a non-refundable fare, or splitting the charge across multiple transactions. The protocol records the terms offered by the merchant and what the agent agreed to, and pauses for human confirmation when high-value or unfamiliar transactions are triggered.

According to PYMNTS, retailers such as Target already treat an agent's choices as the customer's own decisions, but only 23% of U.S. consumers trust AI to handle payments, leaving the gap between delegation and consent unresolved. AAA President and CEO Bridget McCormack said, "the agent economy needs the same capabilities delivered at machine speed." The protocol does not rely on blockchain or intermediaries.
