Anthropic co-founder Jack Clark, OpenAI chief scientist Jakub Pachocki, and Microsoft chief scientific officer Eric Horvitz, among 22 senior scientists, academics, and independent experts from frontier AI companies, published a paper through the University of Cambridge on September 28, 2026, calling on policymakers to "urgently prioritize" embedding auditors inside AI labs and to set "concrete safety requirements" for continued frontier model development.
The paper focuses on the risk of an "intelligence explosion": as AI takes on a larger role in AI research and development, it could accelerate technological progress beyond humanity's ability to supervise it. The executive summary disclosed that over the five months to August 2026, the share of R&D work completed internally at Anthropic by AI systems under high-level supervision rose from 1% to 26%.
The authors warn that an intelligence explosion could deliver benefits sooner than expected, but could also trigger extreme risks, including AI-enabled pandemics, cyberattacks, large-scale labor disruption, and technology slipping beyond human control.
