Cleveland Fed and PYMNTS Research: Stablecoins Don't Lack Infrastructure—They Lack Enterprise Demand
The Cleveland Fed's latest research and a PYMNTS Intelligence survey reach the same conclusion: stablecoins' current problem is insufficient demand, not insufficient supply or infrastructure. Over the past year and a half, stablecoins have made progress on regulatory clarity, institutional entry, and support from banks, fintechs, and payment service providers, but actual adoption on the enterprise side has not kept pace.
According to the Cleveland Fed's research, the adoption obstacles most frequently cited by businesses have nothing to do with regulatory uncertainty or access channels. Instead, they are satisfied with existing payment methods, doubt the economic benefits of stablecoins, and their customers and suppliers have not asked them to change how they settle payments. This aligns with PYMNTS Intelligence's spring survey this year: 42% of middle-market businesses see no sufficient reason to switch rails.
The research also notes that businesses are more inclined to view stablecoins as faster payment infrastructure, especially in cross-border scenarios, rather than as assets to hold on their balance sheets. What finance chiefs need is not a crypto narrative but quantifiable return on investment—which depends on whether counterparties accept them, seamless integration with ERP and treasury management systems, and verifiable savings in foreign exchange, fees, working capital, and account reconciliation.
