AI Agents Turn 'Permission' Into Payments' New Control Point, as 56% of Consumers Allow Agents Only to Compare Prices
The payments industry has yet to set rules for agent-initiated transactions, but agentic commerce is already creating a new transaction type. The Global Digital Shopping Index: The Agentic Commerce Deep Dive, jointly released by PYMNTS Intelligence and Visa Acceptance Solutions, surveyed 1,185 merchants, 5,241 consumers, and 150 acquirers across the United States, Brazil, and the UAE earlier this year.
The survey shows that consumers have fairly specific boundaries around what agents are authorized to do: 56% of respondents allow AI agents to search for and compare prices, but only 35% are willing to let agents use saved payment credentials. Faced with a proposed $300 transaction, 52% want to choose the payment method themselves, while another 25% would accept an AI recommendation but require final approval.
This means the logic that the payments stack has long been built around—whether a transaction is authorized—is now being supplemented by a new question: does this machine have the right to make this decision? The report notes that what consumers actually want is fine-grained, revocable, per-transaction authorization, rather than a binary choice between human and machine control. This leaves room for card networks, issuers, processors, and acquirers to move beyond simply processing transactions and toward translating human intent into machine-executable rules.
