Singapore's regulator tightens governance expectations for banks, insurers and payment firms deploying AI models, with board-level accountability and third-party oversight in focus.
MAS Issues New AI Risk Management Guidelines for Financial Institutions
The Monetary Authority of Singapore (MAS) has released new AI risk management guidelines for financial institutions, requiring banks, insurers and payment firms to establish clearer risk governance frameworks when adopting AI models. According to Fintech News SG, the guidelines cover dimensions including model governance, data quality, fairness and explainability, and emphasise that boards and senior management bear ultimate responsibility for AI-related risks.
The guidelines also require institutions to conduct due diligence on third-party AI vendors and to integrate AI risk into their existing operational risk management systems. MAS had previously promoted responsible AI use among financial institutions under its Fairness, Ethics, Accountability and Transparency (FEAT) principles, and the new rules are seen as a further refinement and operationalisation of that framework.
For the payments and stablecoin sectors, where AI agents are increasingly involved in transaction decisions, regulatory requirements around model explainability and accountability could affect how institutions deploy automated payment and compliance review tools.
