Circle CEO: AI Agents Will Be Primary Users of Arc Blockchain

Circle says its stablecoin settlement Layer-1 network Arc is designed with machine-to-machine payments in mind, not human users.

Circle's CEO said the company's newly launched Arc blockchain is expected to have AI agents as its primary users rather than humans. Arc is a Layer-1 network built by Circle for stablecoin settlement, with one of its design goals being to support machine-to-machine payments and automated fund flows.

According to his remarks, typical uses of AI agents on Arc include automatically executing stablecoin transfers and managing fund scheduling—tasks that require high-frequency, programmable settlement. Circle did not disclose the specific mainnet launch date for Arc or the current scale of testnet participation.

This statement continues the stablecoin issuer's approach of betting growth on agent payments. When the initiator of funds shifts from humans to software processes, the need for verification of authorization intent, per-transaction limits, and recipient whitelists in the settlement process increases accordingly; whether related compliance capabilities can keep pace will affect the actual pace of adoption for such use cases.
