CFTC Chair Raises AI Agent Oversight Question: Is KYA Needed?
As AI agents begin to participate in trading and payments, the CFTC chair says regulators must answer a prior question: whether to create a 'Know Your Agent' (KYA) mechanism akin to KYC.

The chair of the U.S. Commodity Futures Trading Commission (CFTC) has raised the question of whether regulators should establish a "Know Your Agent" (KYA) mechanism similar to KYC as AI agents increasingly participate in trading and payments.
The remarks push agent identity verification and authorization boundaries to the forefront of regulatory discussion. In the existing compliance framework, KYC targets the entity opening an account; but AI agents issue instructions programmatically, and there is currently no unified standard for who sets their authorization intent, per-transaction limits and payees, or how those are attributed.
According to PANews, the proposal remains at the level of a question and has not yet produced specific rules or a timeline. For institutions handling agent-initiated payments, the mapping between an agent's identity and the ultimate controlling entity behind it could become a new step in pre-settlement review.
