You paid. Did it arrive?
The most common failure in agent payments is not paying the wrong party — it is paying and never receiving. This ledger holds no money: the payer files 'I paid this tx (we verify it on-chain) and did / did not receive'; the payee files 'delivered / disputed'. Both statements are stored and shown side by side; we adjudicate nothing and refund nothing. Over time, every payee accumulates a fulfillment record.
- Every receipt must reference a real on-chain transaction that actually paid the named payee; one transaction can be filed once.
- A payee can only respond to a transaction the payer has already filed — receipts cannot be manufactured.
- 'Payer says' and 'payee says' are always shown separately; we never merge them into a score or decide who is right.
- Below 10 verified receipts a payee shows only a count, never a rate: one dispute in three does not make a meaningful rate.
- Proofs are stored as digests only; both sides leave an IP and a timestamp.
