The decision API has three free allowance tiers; here are the figures and what happens when you go past one. Teams that need several agents, human approval, kept logs and full detail can use the team plan.

Free and paid: the same decision, different detail
The free POST /api/decide and the paid POST /api/x402/decision run the same decision. Allow, review or decline, the reason code, the retry rule, the matched signals and the evidence links are identical. What differs is how much detail you get and how you call it.

Why there is a free tier: a pre-payment check only stops bad payments if people actually use it, so developers and agents can call it without signing up. The free tier leaves out internal detail that does not change whether this payment should go ahead; the decision itself is the same.

The three free tiers stay as they are. If you don't need these features, you don't need to pay.

A free API key with a verified email can run 3 post-payment monitors at a time.
What happens if you go over?
Normal use is throttled, not cut off, when the free allowance runs out. Abuse, anomalous automation, security risk and violations of the acceptable-use policy are excepted.
