The US House of Representatives introduced the Stop Rogue AI Act on Thursday, September 10, co-sponsored by New Jersey Democrat Josh Gottheimer and New York Republican Mike Lawler. The bipartisan bill would require the National Institute of Standards and Technology (NIST) to develop standards, guidelines, and best practices for the safe deployment of AI agents within one year of the bill's enactment.
The framework would cover continuous verification of agent behavior, security and reliability assessments, and tamper-evident logs of agent activity. The bill also encourages organizations to maintain continuously updated, machine-readable inventories of the AI agents operating within their systems.
The move comes as enterprises give AI systems more execution capabilities rather than just generating replies. For banks, payment companies, and other businesses handling sensitive information, this shift demands visibility into how autonomous systems behave after deployment. Traditionally, enterprises track assets such as applications and devices, but autonomous agents add a new management dimension because they can make decisions, use tools, and interact with other systems.
